Why do we have two appellate courts in England and Wales?
Well if it's 1 for England and 1 for Wales, then maybe it's because England and Wales are 2 separate nations. Don't forget the UK is 4 nations---England, No Ireland, Scotland, and Wales. In many things internal things they operate separately.
